List support-access grants across organizations

Lists support-access requests and grants across organizations, newest first, for platform staff (spec §39.3). By default your own (staff: me); staff: all lists everyone's, or pass a staff member's user ID. Filter by organization (orgId) and by status at the time of the request (requested, approved — includes only grants that haven't expired —, denied, expired, revoked).

Only who asked, for which organization, why, in which mode and when: what was done under a grant is in the organization's Access log, which only the organization reads.

Errors

Code	HTTP status	When	What to do
`validation_failed`	400	A filter or pagination value is invalid.	Fix the fields listed in `details.issues` and send the request again.
`permission_denied`	403	You aren't platform staff with read access to the platform console.	Ask an organization owner or admin for a role or scope that allows this action.

It can also return these common errors: api_version_unsupported, authentication_required, api_key_invalid, resource_not_found, dry_run_not_supported, rate_limited, internal_error.
