List platform staff

The platform.staff.list operation: GET /api/v1/platform/staff in the REST API and the platform_staff_list tool in the MCP server.

GET/api/v1/platform/staff

Lists the people who hold a platform role (spec §3.2), by address: platform_admin (the platform console, overrides, the verification queue, staff), platform_tax_admin (tax knowledge) and platform_support (support access requests, platform-level billing status), with their last sign-in and whether the account is disabled. staffDomains are the only domains whose addresses can hold a role (PLATFORM_STAFF_DOMAINS).
